Can Oracle Sourcing handle RFP,Advert etc?

Hello All,

I am kind of stuck with the implementation of sourcing for a client, their process is quite elaborate than what we have in sourcing. below is a draft of their process

1. Create advert and publish in the newspaper

2. Receive Expression of interest from vendors

3. Send Request for Proposal (RFP) containing Technical proposal, Financial proposal and Terms of Reference

4. Evaluation of Technical Proposal, if vendors pass the technical proposal then

5. Evaluation of Financial Proposal

6. Negotiation Meeting

7. Award Contract

Please can anyone suggest a way to go about implementing using Sourcing or any suggestion of a module that can handle this process? If there is any documents, I will appreciate.
