Unable to Confirm VM Access after installing 16-A in HCM 9.2, PT 8.54

Hello Experts;  After running the 8.55 Tax-Upd 16-A VM Installation Steps to HCM 9.2, I am not able to access the PUM image via a browser.  Prior to 8.55, I could login to the PUM Image DB via PS\PS and land on a valid page -- i.e. images show 8.55 results compared to 8.54 results.  Could this be caused by the missing patch "Doc ID 2105445.1"? 

Perhaps the correct method is to follow the 8.55 direction #29. "To confirm the external shell access to the virtual machine, log in to the virtual machine from your host OS using Secure Shell (SSH) with a telnet client."  How would I go about this?
