PUM 8.55 Won't accept 8.52.15 target.

Anyone...

Where can I find 8.53.24 Tools Only Upgrade to get my 8.52.15 target to a PUM-acceptable version?  I've been searching and reading docs all day and they all point back and forth to each other. One doc has the Tools Upgrade Only xml but my CA says it's invalid.  The 8.53 downloads from eDelivery are just doc - no VCDs.
