Can I continue after this message in Change Assistant: : Warning - EMHUB unreachable - File Deploy S

I have the
update packaged and when running through the Compatibility Check in the Change Assistant, Step 7 EMHUB enabled Targets, I get the following:
Warning - EMHUB unreachable - File Deploy Steps Will be Disabled

The updated files delivered in this Change Package will need to be copied
manually to the Process Scheduler(s), Application, File and Web Server(s).

It doesn't tell me which files or where they need to be copied where. For this instance all three are on the same machine (pwm-wex-1188). Since this is a
Warning, can I continue?

I have verified that the Web Server is up and running and I can log into the system on pwm-wex-1188. I have verified that the Source machine returns "PeopleSoft Environment management Hub is running" from
