PS Query Peformance with Oracle 12c

Hello,

We are running PS HCM 9.0/8.53.09 with Oracle 12c.  After upgrading to Oracle 12c we notice that the performance of PS queries is impacted.  Specifically any queries that include row level security run significantly longer.  Queries that ran successfully in 11g are now timing out after the Oracle 12c upgrade.

We have tried increasing the time out settings in psappsrv.cfg, updating stats, and running the SJT processes.  None of these seem to improve performance.  Has anyone else had this experience?
