Compatibility issue with Peopletools 8.54

We are on PeopleSoft HCM 9.2.  We recently upgraded from Peopletools 8.53 to 8.54.19.  After the upgrade we noticed that some of our users were having issues with being able to log into PeopleSoft so I opened a ticket with Oracle Support.

Most of the users had no issues but a select group of users had this issue.

Based on the information provided from Oracle Support, the issue had to do with the fact that compatibility mode was not supported with this version of tools ( see note from Oracle support below)
