OAM 11.1.2.3 authentication users

I installed OIAM 11.1.2.3 and configured webgate for http 12c, forms 12.

When I try it with url https://myhost:4443/forms/frmservlet?=myapp,  it wok work with user weblogic. I created other users with identity self service but none of them are recognized.

I must have missed something. Can any one help?
