Getting an error "This Page Can't Be Displayed" make sure web address http://ibservername:8000 is co

In our Demo environment, we are looking at the new delivered GL Workcenter.  I signed in as Rosanna Channing - HCRUSA_KU0046.  I navigated to the GL Workcenter and clicked on the Journals Pending My Approval link.  When I clicked on the Journal ID link, I get the error displayed above:  This Page Can't Be Displayed - make sure web address http://ibservername:8000 is correct.

I am not sure what needs to be done in order to enable this link to work.  It is supposed to be getting the user to a page called JOURNAL_APPROVAL.  It is using PeopleCode to generate the URL (GenerateComponentContentURL) and eventually doing a ViewURL command to get to the page.
