PT 8.54 Change Assistant not running sql scripts, just spins, no error produced

I am applying Tax Update 16A for North American Payroll (Patch# 924776) for HCM 9.1 PT 8.54.10 into a DEMO database.

The change assistant runs thru the "Build and Alter Step" where it creates the scripts to create tables, alter tables, create triggers, create views, create indexes.

On the Run Create Tables Script, the CA just sits and spins. There is no indication that it actually starts reading the script.

We have checked our Path, our configurations on CA, created the job and started it several times. It never moves further.  No error messages are produced, nothing is returned.... just spins.
