Grabbing a small bug fix from a PUM causes thousands of objects to be part of the project

I am curious if anyone else has experienced this.  We are currently on HCM 9.2/PT 8.54 Image 007.

We want to grab a bug fix from PUM 015  The actual bug fix is very minimal and more than likely involves no more than 100 objects.

When the change package was created  for the bug there are 2,542 pre-requisite bugs in the package with 24,521 objects as part of the package.

This is our first bug fix since upgrading to 9.2 and using the PUM bug fix process and this seems excessive for the above bug id.

I expected that there would probably be some additional prerequisite objects but this feels like we are using the entire PUM to include this bug fix.
