How does the PS_AP_ARCH_VCH_VW table get populated?

I am testing PeopleSoft's Data Archive Manager to archive payment, vouchers, and vendors.  The voucher archive query (AP_ARCHIVE_VOUCHER_ALL) is joining the VOUCHER table with AP_ARCH_VCH_VW.  I do not know what populated this table, but it has only a small number of our vouchers and therefore is limiting the number of vouchers the archive query selects.
