Does PTF client have to be 'Run as Administrator'

I am not successful at Hook the Browser unless I run the PTF client as administrator (which will not fly).
Messages:
Browser not Hooked
and
Could not access HTML Document, please check your browser settings.
The Security tab in IE > Tools > Internet Options are not visible to me.
