Financial Sanctions (OFAC) processing alternatives

We ran the Financial Sanctions processing on our Vendors and Vouchers in 9.1.  We are now implementing 9.2 and have found that we must install and configure the complete SES to do Financial Sanction Validations.  We are a DB2 Shop and do not want to install SES as it is long and cumbersome for us to do this.

Does anyone have any alternatives to do the Financial Sanctions Validation without SES fully installed?
