Conditional Region not Functioning as Expected

Hello,

I am trying to suppress a row if the Order Number (ORDER_NO) is the same as the previous row's ORDER_NO. This row is within a few groups. I have the if statement I am trying to use listed below. Attached is the template I am using along with the sample XML I am using that has been edited to set up the scenario I am looking to resolve. When I use the below if statement it suppresses the whole row no matter the location or previous order number. Does anyone know how I can fix my statement below to suppress
