PeopleSoft project timestamp ( LASTUPDDTTM ) changes during compare and migration

Our PeopleTools version 8.54.07, HRMS 9.1

It is observed that the LASTUPDDTTM and LASTUPDORPID of source (project) after compare or migration gets updated with current timestamp.

This is causing issue tracking migration date in production as every time prod (Source) back migration or compare is done with lower envs. it is updating datetime and oprid of project.

Is it bug?
