12.1.3 - Collections>Accounts>Customer Standard>is read only after patching

applied patch 22534844:R12.IEX.B and now when collectors go into "customer standard" via Accounts Tab, everything is locked down.  This is happening at the seeded responsibility, Collections Agent.

What flag and/or menu do I need to adjust?  Not sure why is suddenly locked down, view only.
