Error in dbtier only DPK deployment

I received the following error when attempting to deploy FSCM Image 17 NativeOS DPK on Windows 2012R2, using 'dbtier' env_type.  Not sure why psadmin is trying to be executed.  Note I did not use a psft_customizations.yaml file, and selected to continue with the default installation.
