Need help with missing pages in activities

Hello

I am trying to create a workflow activity that is based on a custom page.  I can select menu, bar name and item name on the step attributes tab, but then the page name drop down is blank.  There are pages on the component, Has anyone ever seen this happen before?  We are on Tools version 8.54. Thanks!
