Esettlements agreement

Hi Experts,

I am trying to configure Esettlement setup process, I am struck in while creating agreement. Configured Buyer(AP BU) and Supplier.

Now I am trying to add new Agreement between supplier and buyer, adding the new agreement got below error message.

" You are not authorized to access this agreement. (18052,793) User ID is not authorized to access this agreement."

Can you please advise which step is missing. I setup user profiles and type for buyer and supplier.
