Need Guidance to Complete Mutli-hop Upgrade to ELM 9.2 with Latest PeopleTools

We are starting on an upgrade from PeopleSoft ELM 9.0 to 9.2. We completed a PeopleTools only upgrade last year to PT 8.54.09. This project is scheduled to take a year because the functional staff are changing a lot of the training content. I have completed an initial upgrade pass to Upgrade Image 6. Management and users would like to be on the lastest application version and PeopleTools (whether that is 8.55 or 8.56). What is the best way to approach this? I know there will be a few PUM images released before we get this completed. My thought is
