Configuring Integration Broker Private Key

Hi. I'm getting the dreaded

com.peoplesoft.pt.integrationgateway.common.GeneralFrameworkException: HttpTargetConnector:PSHttpFactory init or setCertificate failed

when I try to connect w/ external nodes in PeopleSoft.

I'm following the instructions for [Installing Digital Certificates]

It indicates that you need a public key first. Is this something your security officer generates, or is this some special public key that you generate w/in peoplesoft. What's the process for installing this public key once you get it? Thanks!
