SAML Response with status Responder

I am using OAM 11gR2PS3 as IdP and Oracle Sales Cloud as SP. I have an SP initiated test link and all but one user fails to authenticate via SSO.

I don't understand whey only this user fails and others pass. I have checked the values in Idp. This user exists.

Web Search hasn't helped me with this issue.

Part of SAML response is copied below:

        <samlp:StatusCode Value="urn:oasis:names:tc:SAML:2.0:status:Responder"/>

        <sampl:StatusMessage>No value for Name ID requested</samlp:StatusMessage>
</samlp:Status>
