Apply Tax-Update 16-B instead of 16-A?

Hello,

We are on 9.2\Ptools 8.53, and are applying Tax-Updates.  I asked a question in the 16-B webinar that if we skipped 16-A and just loaded 16-B, would all updates be included?  The answer was not clear as I was told no but then yes if I defined the change package to include the Product PNA - no other details. With previous updates, I know where I could check the Product box; not sure where to check it in 855 and have not found documentation on how to do this. Does anyone know if B can be applied and it will
