With the new partial unpost process, can you unpost only the most recent activity?

Why can you only unpost the most recent activity for an item.  I am receiving the error message


Please Unpost the most recent activity in Group BU GRANT, Group ID 57961 first. (6000,606)

There is activity in a Payment, Transfer, or Maintenance Item involved with one or more Items in this Group. This Group cannot be Unposted until related activity has been Unposted.
