How to set up business unit security for journal entries

We are interested in adding controls to PeopleSoft Financials 9.1 to restrict which business units users can include in journal entries.  I found the "Business Unit Security by User ID" and "Business Unit Security by Permission List" options, but have been unsuccessful in finding any detailed documentation about the steps for setting it up.  Is it just a matter of populating the specific business units for each user or permission list, or are there others components and steps to this process?  Any advice or pointers would be appreciated.
