blank password management page after setting security questions

Hi,

When end user login to OIM and after setting security question it is taking to login page again after submitting. After re login it is giving a blank screen with password management. Attached screenshot of the page. However when I changed the system property to reset password on first login to true it is not occuring.  Please suggest.
