Staged Dunning min days is not limiting Dunning Letters to being sent every 5 days.

I am trying to test Dunning letters and I am getting a Dunning letter created every day for my customer when I am only expecting a Dunning letter to print out every 5 days based on my min days set up.

Looking at this scenario:

My customer has multiple transactions over due.  Let's say they have the following dates:

Trx 1 Due 4/20

Trx 2 Due 4/22

Trx 3 Due 4/23

My Staged Dunning set up is as follows:

When I run the IEX: Send Dunnings for Delinquent Customers on 4/26, I get a Dunning letter that includes Trx 1 and this is what I expected as Trx 2 and Trx 3 are excluded because of the Min Days = 5 and that is fine.
