Is it possible to run File Parser from scheduler

Is is possible to call File Parser to load the file from another program like an App Engine or to call it directly as an executable with parameters?  We are looking to set up some kind of scheduled job that would read in a file and transform some values then run the data through a CI into PeopleSoft.  There is an expressed desire to use File Parser to do the transformations.
