Processing System for award management: "Could not open SAM file"

Hello All,

I am testing to Load Vendor SAM file (Run_SAM_LOAD; Menu Vendors > System for award Management). I specified the File Path as C:\temp\SAM with the file name SAM_PUBLIC_MONTHLY_20160501.dat ( the Monthly 2016 Public file was downloaded from www.sam.gov/portabl/public/SAM/)

The RUN_SAM_LOAD log file shows the error below:
