PeopleTools 8.54 Integration Broker ... usage of SetRESTCache

Has anybody used this message property for relatively static REST services?   I just tried a quick change of a REST GET service and it never seems to cache as the PeopleCode that creates the response is always getting executed?

The testing was under SOAPUI.
