ItemCre Msg stuck in RIB_RWMS

Dear Support,

We are on RMS/RWMS 1328 and when a new item created in RMS, ItemCre message got stuck in RWMS.RIB_MESSAGE with below error.

"javax.ejb.EJBException: Exception while processing request: Error from {call RDMSUB_ITEMS.CONSUME(?,?,?,?,?)}: [405] ORA-02291: integrity constraint (RWMS13DEV.ITEM_MASTER_REF1) violated - parent key not found[ORA-02291: integrity constraint (RWMS13DEV.ITEM_MASTER_REF1) violated - parent key not found]; nested exception is: com.retek.rib.binding.exception.RIBIntegrationException: Exception while processing request: Error from {call RDMSUB_ITEMS.CONSUME(?,?,?,?,?)}: [405] ORA-02291: integrity constraint (RWMS13DEV.ITEM_MASTER_REF1) violated - parent key not found[ORA-02291: integrity constraint (RWMS13DEV.ITEM_MASTER_REF1) violated - parent key not found] - Nested exception: - com.retek.rib.collab.RibAPIException: Error from {call RDMSUB_ITEMS.CONSUME(?,?,?,?,?)}: [405] ORA-02291: integrity constraint (RWMS13DEV.ITEM_MASTER_REF1) violated - parent key not found[ORA-02291: integrity constraint (RWMS13DEV.ITEM_MASTER_REF1) violated - parent key not found]
