Getting IE Cert Error opening XLS/CSV from Report Mgr/Process Monitor

When trying to open an XLS or CSV report from Report manager or Process Monitor we get a Cert Error From IE

The issue happens on Internet Explorer but not on Firefox.

It only happens when you select Open. Save/SaveAs work fine.


We get a Microsoft Secrurity Warning popup box with an OK button on it.

It says Certificate Error - The Application experienced an internal error loading the SSL Libraries.

 

IE Version 11.0

Firefox VErsion 38.7.0

PT Version 8.54.19

HR version 9.1

Any ideas about this?
