COBOL executions in non-super user roles returning 00405 error code

This has been a lingering problem since the beginning of the implementation of our Campus Solutions 9.0 instance, running PT 8.52.07. We have plans to upgrade to a later PT version, but no timeline has been set yet.

For almost all (non-super user) user roles, the error occurs in both the SYSADM as well as the connect ID (we're using the people user at present) users. This occurs both online and in the command-line.

We have followed the steps to resolve the issue in Document 1300965.1, but we have been unable to figure out why super user accounts are exempted from passing through both SYSADM and people users.
