Dunning Level Issue

In Staged dunning method, when you define dunning stages, you need to give dunning level 1 to 1, 2 to 2 etc. Also you give minimum days. What is the purpose of that?

Based upon score, will it send only 1 dunning letter? And after 15 days, will it send it again? Or for 1 to 1, since it has already sent one letter, it will not send?

Then what is 2 to 2, 4 to 99 etc.? I am reviewing the doc # 1542067.1.
