Questions re update of webprof/config_prop ps.discovery.toolsRelease value during a Tools patch.

Patched Tools 8.54 from .09 to .23; all servers were down.  1st, ran steps outlined in Readme.doc found in 85423-psca.zip.  2nd, performed steps 2-5 in 929765Readme.html.  3rd, performed step 10 in same doc.  4th, started App and WebLogic servers.  On login page got message pertinent to Doc ID 620471.1.  This led to check of $PS_CFG_HOME/webserv/<domain>/applications/peoplesoft/PORTAL.war/WEB-INF/psftdocs/<domain>/webprof/config_prop for ps.dicsovery.toolsRelease value; was still 8.54.09.  Retried steps 10.1.2 and 10.1.2.1 in 929765Readme.html.  config_prop file still showed 8.54.09.  Manually changed value to 8.54.23, restarted WebLogic server and login was successful.

Questions:  Should the config_prop ps.discovery.toolsRelease file have been automatically changed as a result of the Redeploy PIA action?  If so, what would have prevented it from occurring?  Was changing it manually wrong?
