Peopletools only upgrade certified platforms

Our Current Versions: App Fin. 9.0 / People tools 8.53.15 , Database Version: SQL Server 2008 , OS: WIndows 64 Bit 2008 (web, app and Database).

our intention is to upgrade to 8.54 ( yes, 8.55 Is available - the Minimum OS it supports is 2012 R2).  we can at this time, can have Windows 2008 R2.  Both our current Peopletools 8.53 and PeopleTools 8.54 certified with 2008 R2.

Question:

if we need to upgrade from our current 8.53 to 8.54 People tools. Do we need to first upgrade our Operating systems (OS):for current PeopleTools 8.53 to Windows 64 bit 2008 to windows 64 bit 2008 R2, before upgrade?

because 8.54 Is not supported in our current Operating system (Windows 64 bit 2008)

Note: also, our Current Database version: SQL Server 2008 is not supported in PEopletools 8.54. So, we may need to move to Database SQL Server 2014 before the upgrade (it is certified with 8.53 (our current versin)).   Thanks.
