How to SEND AN EMAIL TO INDIVIDUAL EMPLOYEES THROUGH XML/BI PUBLISHER REPORTING

I saw this doc1599865.1 from my oracle support with below solution , is this still true for tools 8.53 or 8.54?

"Currently this is not possible to do in PeopleTools, hence an Enhancement Request has been created "Bug 17789163 - SEND AN EMAIL TO INDIVIDUAL EMPLOYEES THROUGH XML/BI PUBLISHER REPORTING" with the Report Distribution Team to be considered as a future implementation."

We're looking into this function and hope there is a way to do it. Please point me to the right direction.
