Regarding upgrade source database

I am trying to upgrade (People Tools and Application) our HRIS system from 8.53 to 8.55 and application from HCM9.2 to PUM16. I defined/created a change package from source (PUM16), however, it is asking to choose “Upgrade Source Database”, what is this database?, how do I download this? Why can’t I use PUM16  image itself as source upgrade database?
