PeopleTools 8.54 NLS semantics char impact CLOB JOBCODE_TBL Descrlong

We have a defect with JOBCODE table. When user clicks a button to expand the PS_JOBCODE_TBL.DESCRLONG field on the page which in Oracle is a CLOB and then click return the application acts like a change to the data has been made and tries to save it.  They didn’t make a change so the application shouldn’t be treating it as a change.  If I save the jobcode, even though I didn’t make a change, I don’t get the same issue when I go back into the jobcode and repeat the steps.

How does the affect the CLOB fields or the character dataset for the db? This happens in all of our upgraded databases and all browsers. Is this expected behavior?
