What do you specify as the PUM source in a MTP pass?

I created a PUM change package using Image 14 with Change Assistant 8.54.  My target databases are at 8.53.20.  I loaded the delivered 8.53.24 ps_home on my PUM / Change Assistant as instructed and am using that to define my target PS home.  I ran an initial pass and applied the package to my development environment.  How do you create a MTP pass for moving this package to test?  I cannot specify my development database as a PUM source, it requires PUM source to be at 8.54.  Must you always specify the Image database as the PUM source, for MTP passes?
