India Tax Code Definition

Hi,

Can somebody please explain the purpose behind the "Vendor Name" field in the India Tax Code definition screen. Is it possible to define a tax code and restrict the same to only one vendor using this field?

Also what's the purpose behind "Update Vendor", "Update Currency" and "Update transactions"?
