Why does the Define Change Package show the database is on PeopleTools Release 8.54.09 when I just c

I completed a PeopleTools 8.55.06 upgrade to our new ELM 9.2 (P12) environment. Per the instructions in Applying Updates and Fixes for PeopleSoft 9.2 Applications on PeopleTools 8.55, I went about defining a new change package. On Step 2 it shows the database I want to apply changes to but it lists the PeopleTools Release as 8.54.09 (just like the document). I would expect it to show 8.55.06.
