Save Button Enabled on a Closed Voucher

Hello,

Currently we have an automated process that published voucher status whenever Save button is invoked for our downstream systems. This works fine as long as Voucher is not closed. We have come across users saving by clicking Save button on already closed vouchers which is causing issues for our downstream systems. My question to the community is to confirm if there is a need for enabling Save on a 'Closed' voucher or is this is a bug?  Appreciate any information on this.
