Does the ability exists to create a payment request on behalf of another user and then start the wor

As delivered the payment request form will route for approval based upon the user who created the request.  We are looking for similar functionality like the requisition process (epro 9.2), where a user can go into requisition settings and select a requester.  Then the requisition would route for approval based upon the requester.  Does the payment request offer this type of delegation?
