Do OIM and OUD require two separate weblogic installs?

I am setting up a new SSO server for EBS R12. The goal is to sync AD accounts to Oracle. I understand I need a database, OIM, OUD and ODIP to meet this goal. Per Doc 2003483.1, OUD must be installed in a separate FMW home. Does that mean that WebLogic must be installed twice, once in each home? Thank you.
