How do you import your budget from another software into PS 9.1 Commitment Control?

We are in the process of upgrading our external budget software and are trying to find the best way to get the budget into PS 9.1 Commitment Control.  We currently use a customized process and allocation entries to load the budget.  Does anyone know of a way to get the budget in without having to manually type it in or use our current customized process?  Thanks
