Upgrade Portal 8.9 with PeopleTool 8.49 to Portal 9.1 with PT 8.54

Hi,

We want to upgrade Portal 89 with PT 849 to Portal 91 with PT854.  I have already installed Portal 91 Rev 3/PT854.20 demo, and CA.  It is time to move to next step to create development.  DBA already have a 'copy of production' ready.  I am trying to find upgrade template from support site, but all I can find from home page is Portal 91 with highest PT version 8.52.  I cannot find Portal 91 with PT8.54.  Am I doing it right? or I need to have Portal 91/PT852 then upgrade to PT8.54?  Since I am upgrade the application and
