How can data from projects be passed to Billing for creating temporary bills

We have customization which passes data from Projects to Billing interface tables. However, we are trying to find a way to create temporary bills through the Billing interface. At present the data transferred from projects do not show up in Billing Worksheet as temporary bills. Our objective here is to delete lines in temporary bills created out of Projects data.
