Why are stopped checks not automatically marked as reconciled like voided checks?

We need to stop checks on occasion and have noticed they do not get marked as reconciling automatically like voided checks do. I researched the PeopleCode and this appears to be working as designed. Can anyone explain why this would be? I don't think we are getting these checks back on a BAI file because none of ours has reconciled.
