PeopleSoft Upgrade - initial pass

Hi,

I have the new release demo installed 9.1 with tool 854.  Now, I have a copy of production database (still on old release).  My CA server has PT849 and PT854 ps_home. 

I have 2 questions

1.  Do I need to have application domain, process scheduler for this copy of production database? or database only and old release PS_HOME are good enough to do the upgrade?

2.  Our old release is on Oracle database 11g, when dba make this copy of production, he also upgraded this database to 12c.  Should we upgrade the database to 12c before PS upgrade? or it should be done after the PS upgrade?
